I’m pretty sure it is ragebait written by an American. Non-Americans don’t really care about this at all.

What does “voting for fascism over there” mean in this context?

Because the powers pulling in the negative direction has a much easier job than the powers pulling in a positive direction. The negative powers just has to play to peoples stupidity, fear and hatred. Simple black and white “solutions” (ie. just fault the outgroups for everything).
The positive powers have to stick to complex and often longterm solutions which requires effort and thought for people to understand the benefits of.
