My understanding is that humor is a very common coping mechanism — in the face of an abuse of power this absurd, I imagine it’s sometimes all someone has the strength for.
I believe they’re drawing a parallel between anti-war sentiment in WWII and current events in Ukraine. I’m not sure who the #1 enemy would be, though; maybe that’s subjective.
That does sound pretty likely.
