Rolling your own datacentre is ludicrously expensive when you can just rent half a rack of space, this would kill small businesses and major corps would just take the hit and pass it on to consumers.

Do not run your own email server - highly recommend using your own domain though. Use a provider that lets you BYO your domain. Just make sure you get your MX records correct with your DNS provider, most email providers have documentation for this.

The usage of PHP in enterprise appliances is actually pretty wild - many firewalls, load balancers etc are using PHP for management plane activities. There is a lot out there outside of userland, and those are the appliances most vulnerable in my opinion. A compromised firewall is worse than a compromised website.
That does sound like a bit of a risk. Similar to how high frequency trading affects stability of shares and elevates risk of mass sell-offs - if these agents had enough use from the general public, they could easily impact the stability of a bank.
We might be talking about different eras, but they were run out of dedicated racks in datacentres for an extremely long time before the cloud. There are entire industries that would no longer be financially viable if they were stuck with their little comms closets.
