If the Republicans “are in charge”, then they wouldn’t need democrat votes. But they clearly do need the votes? So they’re not fully in charge, right?

Are you saying nothing they advocate for matters at all? No? Then where do you draw the line? Seems like a disingenuous statement. Of course it matters what the opinions of a elected official are.

So landlords make no profit at all? I guess they just rent out their properties out of the goodness of their hearts. How selfless. (The tenants pay for that AC unit, repairs are priced into the price of rent.)
