Given that it was Sweden, I assumed differently and early reports do infact confirm gang involvement of some kind.

Article is light on details, but it sounds like shooter was gang affiliated, but unclear if any of the targets were actual gang members, or just unlucky victims of mistaken identity/wrong place, wrong time.
