Ceasers Legion is a myopic hellstate that reduces women to sex slaves, and culturally genocides every tribe it conquers. It’s entirely dependent upon the leadership and personality cult of one guy with a brain tumor, and will fracture if not disintegrate upon his death. They refuse to use any of the old worlds technologies to such a point that they weaken themselves by shunning firearms and sicken themselves by rejecting stimpacks. The NCR is hardly perfect, but to call the Legion “fair” is absolutely ridiculous. “Tough but fair” applies way more to House than the Legion. To say nothing of the fact that you criticize the NCR for being too stuck in the old ways, but the Legion is just a rehash of even older society
