The problem isn’t that a media organization used an expression. The problem is that this country is chock full of absolutely braindead morons. I hate them all because it is 99% their fault. My point is that the playbook has been open for decades: stolen elections, legalized bribery, the Patriot Act, the creation of ICE, NSA wiretapping, subsidized mass surveillance, torture programs, extrajudicial assassinations, RICO charges for protesters, mass incarceration, police brutality, genocide, etc etc.

“that’s page one in the playbook” is pretty common and means the same as “that’s [thing] 101”. I think it’s really clear they’re saying that this is clearly recognizable as something, not “this is the very first sign of something”.
