Honestly if you are going to kill someone in a high profile incident Utah is probably the best place. Easy to get into easy to get out of, for all we know the killer is gambling in Blackjack Nevada after proving their luck with that shot.

You don’t get the point of those laws and signs. You see. If it’s illegal to bring weapons to that area, then you can stop someone BEFORE they start shooting people. You can even charge them and take their guns away. You know they’re doing something illegal, because they are armed illegally. Look at the Vegas shooter, he openly carried an absurd amount of legally possessed weaponry into a hotel room, no questions asked. If that wasn’t legal? Well. He’d have to actually put some effort into this.
